Challenge
ARPA relief dollars funded 80+ county programs across housing, health, and workforce services — but awareness lagged badly in the county's most linguistically diverse communities, risking unspent funds and unmet need.
Approach
We designed five distinct multicultural campaigns rather than one generic translation pass, each built with community messengers trusted in that neighborhood, in the resident's own language.
Execution
Creative and media in six languages, community partner activations, transit and local media placement, and a unified resource-finder tool routing residents to the right program by ZIP code and need.
Results
262,000 residents connected to county resources, with the relationship expanding from a single campaign into ongoing management of the county's multicultural outreach portfolio.
